I think what you actually have there is a cicada killer wasp. As a cicada-hater, I love these monster wasps.
If I’m right, they are pretty cool wasps. The females get to be pretty big and they aren’t much different from carpenter bees in some ways. The males can’t sting but they pretend to be aggressive. The females can sting but they are super reluctant to unless they think it’s life or death.
Most importantly, they obviously kill cicadas. And living in Georgia, I can’t stand the deafening sound of them.

We asked the local internet and they say it’s an elm sawfly, female

Yeah. You're right. The black wings and yellow antennae are a dead giveaway.
