Someone will likely have a better answer that mine...

It’s either water/methanol injection, or a water/meth sprayer for the intercooler. Because methanol evaporates at low temps, it has a cooling effect, which works externally (on the rad/IC), or internally inside the combustion chamber.

That filter was the first thing I noticed and it's a huge nope, any owner willing to allow that should be ignored.

Yes it's definitely restricting air.
