It looks like a splice enclosure. The wires coming in are fiber optics and they are spliced together inside the enclosure.

I have an actual answer based on incidental professional knowledge since I have to get utilities to move poles regularly for my projects :

It is part of the the lowest “attachment” which should make it cable/telecom. It is definitely not power, as that is the highest attachment to utility poles. The one below power is usually telecom, typically highest being the dominant local provider, often AT&T. Lowest on the utility pole is cable and others.

Beyond being part of cable/telecom I can only speculate that it is a signal booster or possibly extra line stored in case there is a deflection in the line due to a tree branch or similar event.

Sometimes they barely know who owns it. There may be multiple suppliers like Level3 and others regular folk have never heard of, and it can be challenging to track down the actual owner.

I mean to add, they are usually accompanied by excess fiber cabling pictured below . In Verizon territory, they used all pre-made fiber cables during the rollout , so they didn’t have to pay splicers out in the field. We are left with thousands of miles of rolled-up ugly cabling every two blocks.
