Seems like it's just a render that was made for d game. At least, that's what the article says. Not anything official at all.

Yeah, the article even quotes the guy who made the render. McLaren, the company, has nothing to do with this other than producing the original F1 on which the render is based.

Those “warm fuzzies” are shavings from  the tire rubbing on the fender well. You should probably not stand so close to it if you're feeling those.

It is. That’s the unlockable Black Market kit available on the F1 in the DLC added in the latest update to NFS Heat.

The Instagram post linked in the post mentions the F1 and DB11 Volante, both of which were a dded to the game in the March update, the F1 being paid content, the DB11 Volante being free.
