Apparently it’s a coffee chain in the UK named after a couple of coffee-loving characters in a book b y Samuel Pepys . I thought it was kind of funny since Hoole is my Finnish step-dad’s last name.

The difference is the Dutch have literally spent centuries sorting o ut how to keep the water at bay, while for Britannia, it’s a relatively new issue..

I’ve just been to Manchester and back from South Wales and it’s very wet out there. Not quite as bad as last October just yet, but we’ll see what tomorrow brings.
Here’s the Welsh flood alerts. It’s a devolved matter, so if you live on the border you need to check two agencies to get the full picture.

After Katrina, some wiseasses in the academic and government communities decided that the Dutch really knew what they were doing and could teach the poor Louisianans a few things about doing levees right. After spending millions, they finally realized that a) the Dutch spend way more per mile; b) the Dutch have many more people and a much more complex governance t o oversee their levee system; and c) the U.S. could never afford to implement anything remotely similar to the Dutch system, especially since our levees protect a lot more land mass from a different type of flooding.
To drive this point home, I asked one of the Dutch experts to tell me how h e would address the Red River levee district. This district has 125 miles of levees, a levee board of six people, and an annual funding level around $26,000. All of the board members are volunteers. Their funding is primarily used to keep the levees mowed.
He declined to answer.
After all of the money was spent, the Dutch went home and there have been very few changes.

LA is a very different sort of challenge and anybody with sense would’ve known we’d never be willing to spend what they do on flood defense. For the UK, each square meter is more valuable to keep productive than the US and protected so maybe they’d be able to apply a thing or two..

A few floods in Cumbria. Not where I am, but the likes of Appleby-in-Westmorland, Grasmere, etc... have taken a light beating, nothing severe.
