I think NH is some kind of supposed low regulation paradise, so I suspect if it stops and goes, it is fine. I appreciate the attention to detail though, maybe it is only 80% as sketchy as it looks.

I took a quick look at New Hampshire’s inspection regulations: http://www.gencourt.state.nh.us/rules/state_agencies/saf-c3200.html

Most of the stuff we can see here would fall under the body or chassis section. Best guess for a failure would be this:

Saf-C 3221.02 Replacement of Body or Chassis . Any portion of the body or chassis of a vehicle which is missing or damaged shall be replaced with material(s) that meet the manufacturer’s specifications.

I think the bumper would also fail:

(a) A vehicle shall be rejected if the bumper and its structural components are:

(1) Not attached to the front and rear of a passenger or multipurpose vehicle as manufacturer intended;

It has a rear b umper, but it’s not attached to the rear of a vehicle anymore.

I’ve got a feeling there are other less obvious things that could fail it as well.

NH has both safety and emissions inspections. I don’t think this would pass, but obviously it doesn’t have too much to worry about while it’s hiding out in Montana.

I dunno, this might just make its own loophole. “Show me in the law where it says I can’t have a wooden bed extension on my Jeep while every other pickup more than 15 years old has a homemade wood bed on it.”

But yeah, some places would fail it from 100 feet away anyway.

Just why hypermile a Jeep and modify it to be useless off-road? That can't do squat except drive down a dirt lane while getting worse mpgs all around than just about anything less that can do the same.

Your impression is 100% wrong. NH is a real bitch to get cars on the road with safety and emission inspections. Tires past the fenders? Nope. Exhaust louder than stock? Nope. Repairs made with other than factory materials (aka metal for metal) ? CEL? No sticker for you.

I’d bet that this is all removable or he did it right after his last inspection.

I was kind of half-joking. I guess that’s part of the “or die” part that I joked about elsewhere.

Funny, I live in a west coast area many flyover types would probably moan about being the “coastal elite” - we’ve never had mandatory inspections, and emissions inspections have been phased out.  However, we also have plenty of sketchy stuff on the road.  Both of your theories could be correct.
