It used to be as long as the car could drag itself along it was allowed to continue. Eventually town/county officials started complaining about this, both from a safety and a road damage perspective, so the rule was added that there needed to be four inflated tires
on the car. After a bad off that destroyed the hub at one corner of the car one driver
(Craig Breen iirc) got the clever idea of ratchet strapping the fourth tire in the wheel well. Four inflated
rotating
tires was added to the rulebook the next week.
