You know, I re- watched DS9 sometime recently, and I was more bothered by the Defiant than I was previously. I mean probably it should have had it’s own crew, but even if we ignore that for the point of story it still seemed weird that they were sending every single high-ranking officer from the station into the dangerous Gamma Quadrant (maybe they should have brought in Riker rather than Worf, he could have told them that the captain is too valuable to risk on such things). All the more weird when Kira and Odo weren’t Starfleet and would have made a lot of sense to leave behind on the station, which was their responsibility.

They always left at least a nameless Starfleet Lieutenant or Bajoran Captain in charge of the station (which I will admit was never mentioned in the show). Since it was initially a recently abandoned mining station they wouldn't have had much to do
, beyond push forms, write schedules and settle minor disputes and perform systems maintenance. It’s not like the station was going anywhere. In short, a quest for discovery would have been much more important to starfleet than raising the level of governance on the station.

You have to remember DS9 is more akin to a frontier town on the Wild West and authority equals asskicking, so by that logic you SHOULD send all your senior officers into dangerous situations.

Seems like by the time they got the D efiant, it was a pretty important place, guarding the wormhole which had both opportunity and a hostile great power on the other side.
