Its a metaphor for the communication of this department.

The company I used to work for had conference rooms set up Building, Floor, Room#. so # # # #. Even if you had no idea where it was, you could at least find the general location on the campus .

Then when a newbuidling was put in, the conference rooms in each building were re named after different themes. So A) you had no clue where you were going without walking around with a dumb map. B) To make it even dumber, some of those themes involved town names, where we had sites.

So the conf room maybe springfield springs. and have the location show up as springfield springs. There were internal people going to the wrong TOWN , let alone external meeting recipiants that had no clue wtf to do.
