I missed the whole “I got my kid a starter bike” post but that was probably a surprisingly smart choice. The grom I had earlier this year is ostensibly the same bike and it was amazing how often you could just......ignore the rules, but in a really friendly way, and people enjoyed you for it. The monkey looking like the retro bikes has an even higher “get away with it” factor.
.....What I’m getting at is that your son will figure out shortcuts to everywhere by the end of the month.

He needs to learn how to 12 o’clock it before getting rid of the rear fender. If you can scrape it, you can replace it.

Glad to see he’s excited about it. Tell him to keep the fender. The first ride on wet roads will let him know why. You can still encounter wet roads without any rain - people in Texas are terrible about watering the road along with their lawns. I bought my first set of fenders when I started commuting by bike in Texas.
