That’s ridiculous. Closer to the equator yes, but London is often cold and windy.
At any substantial elevation the cold temperature and the wind leading to a much colder wind chill factor on wet bare skin would be freezing.

You could enter through an underwater airlock of some kind, but I reality they’ll just build a ladder up through some kind of entry chamber/column. Probably the entire center section. Stupid rendering.

If I were building it, I’d put a pressurized access room down below, with an airlock. Step into airlock, sit on couch, pressure slowly rises to about three bar, you step out and into the room. 3' water entrance in the access room, swim into that and up another 9' to the level of the pool water above.
