Red plates are for vehicles in transit, that is bought new in France and intended for eventual export. Commonly used
by people living short term in France and intending to leave with the car. Users of red plates must be able to prove residence outside the EU and that their stay in France is temporary (less than a year).

We have similar plates in Finland but they are limited for new cars to be expo

used cars as the point is to avoid paying hefty Finnish taxes and used cars cannot avoid these similarly
. You don’t normally see these plates inside Finland as the cars wearing these plates are normally leaving abroad
immediately. I haven’t seen a single one in years

Here are the rules:
“ Pour bénéficier de l’immatriculation sur fond rouge en « TT », le propriétaire du véhicule doit remplir quelques conditions :
Avoir sa résidence principale hors de France, de l’Union européenne et des DOM .
Devoir séjourner de façon temporaire dans un d es pays de l’Union européenne
Ne pas exercer d’activité lucrative pendant ce séjour dans un des pays de l’Union européenne
Avoir 21 ans minimum et un permis de conduire d’au moins 1 an d’ancienneté”
Which, if I recall my French correctly, means:
“ To benefit from the red TT plates the owner must meet some conditions:
Have his/her principal residence outside France, the EU and various French overseas departements
Must stay on a temporary basis in one of the countries of the EU
Must not carry out a paying activity during his/her stay in one of the countries of the EU
Must be at least 21 and have held a licence for at least a year”
In short it’s very restricted and only applies to people from outside the EU who aren’t working here.
