If I’m a 1099 contracter and use my car for work, can I write car repairs (service and parts) off my taxes?
Same for phone if anyone knows. Use that for work as well.

Yes and yes. But for the car, you have to decide between the going based on a mileage basis or accounting for each and every little thing. So do you get a general credit per mile (forgot the rate), or do you try to account for each and every thing (gas, maintenance, etc.). 99% sure you can’t take the mileage amount AND a specific maintenance expense.
L ook up 1099 and car deductions. There’s more to consider here.
You will likely reach t he determination that it is better in your interest to take the mileage number than to account for each little thing.

I believe the GSA rate is 58 cents/mile.

Correct, you can't do both. Mileage rate assumes coverage of maintenance.

I haven’ t been keeping track of mileage, but have been keeping gas receipts and such, so I guess I’m stuck with that option.
