After an almost unanimous vote to extend the term of Governor-elect Jaime Bonilla (of Morena) from two years to five, Baja California’s government might be in dire straits.
Federal legislators are considering triggering Article 76 of the constitution, the removal of state powers, on the government of Baja California. Proposed by Speaker of the House Profirio Muñoz Ledo (of Morena), it is one of two options he claims are being considred. The other being a supreme court challenge on the decision.
Art. 76 was last used in 1975, it is exceedingly rare that the S enate overrun state processes. But it seemed necessary as the resolution by the Baja California state legislature is in direct violation of a federal electoral tribunal resolution to not extend the term.
It is unusual that Baja California’s governor get two years as opposed to their regular five, but the term was chosen by the state legislature so that the next election overlap with the 2021 midterms rather than the 2024 presidential election.
After allegations of bribery, and collusion, Bonilla
might
be in hot water... The ones that are certainly fucked are the state legislators, who are accused of taking millions in bribes to let it happen.
This is hugely consequential, and it shows
more divisions inside Morena than ever before. If Article 76 is triggered Bonilla might lose the right to be governor of Baja California all together. The new interim governor would be designated by the Senate from a list of people
that the president suggests.

interesting - one of the guys I work with has a place down in La Paz, (he and his partner absolutely love it down there.) The entire state looks gorgeous... Is this all just a power play started by the term extension ? Something else going on?

As far as I can understand, Bonilla never intended to govern for two years only. Evidently; it would be interesting to see why the local opposition-held legislature chose to extend the term... or why it originally shortened it.
People are really freaked out about it because one of the staples of Mexico’s democracy is the stringent control of time and terms in office; a thing Lopez Obrador, and other people in his party don’t care a lot about (obrador wants to legalize a mid term referendum on removal from office)

I took a number of trips in the 80's in Northern Baja wind surfing. M aybe 10 trips, 5 - 7 d ay s each. It is ama zing how 40 years later it is still a political mess. What an extraordinary chunk of geo graphy where cold ocean meets a hot desert peninsula . There is upwelling in some spots as the Pacific is pretty deep off of Baja so the water temps can be cooler than LA and Sand Diego.
It is a tough place for any creature to survive. LA and San Diego in normal years get little rain but Baja gets even less. When LA and San Diego have a drought and get less rain, Baja gets no rain. LA lives off snow melt in the Sierras. San Diego some how squeaks by, Baja shouldn’t even be inhabitable. As a result the permanent population south of Tijuana and Ensenada are pretty resilient people. They know how t o get by with minimal resources. There were some ranches and farms down around San Qui ntin and El Rosario that appeared to just dry up and go away during a few dry years in th e 80's.
The politics at the time were pretty bad. Nobody trusted the politicians. B ribery was visible at many levels . I had hoped that that would eventually straighten itself out. It sucks for those people to not have a more accountable government .
