I don’t think they’ve agreed on all of the specifics yet (they’re creating a board to do that) , but I haven’t seen any hybrid/electric exclusions mentioned so far.  

If you live in the zone and make less than ~$80k per year you are exempt from the charges, which are estimated to be $12 for cars and $25 for trucks.

I don’t think anyone who owns a 918, or lives in Manhattan, makes less than $80k per month.
