Yeah, I fear if this is a chassis that needs to be in the states for IMSA. I know they still have the Larbre chassis and maybe a spare somewhere else. The #94 Porsche for sure needs to go back to the USA afterwards.

Nope, initial impact was on the very end of the concrete wall:
Blue is safer barrier, concrete up to and including the orange mark, proteks beyond that.

It is the #4 chassis for IMSA but it should be no issue for them to use the Labre chassis again like they have in the past.

I guess I don’t really see why a penalty is needed? There was enough room, he was right behind that other Porsche. I guess I would file this under a racing incident and move on. Hopefully there is an appeal process.
