Southern PA is a little far away from Mexico.
Any help on what the number structure on the plate signifies, if anything ?

License plate encoding in Mexico is regulated by this
Mexican Official Norm

Even if states are responsible for registration and handling of license plates, they need to follow that federal standard.

ost states use the AAA-00-00 encoding, or an alternative AA-0000-A for trucks.
Border states use a different encoding A00-AAA-0. Mexico City -which isn’t a state but still has a DMV- uses A00-AAA.
