Yeah, that doesn’t actually seem like it should pass safety. Looking at my recent inspection all of these look at least suspect:
Lighting and reflectors
Bumpers/Fenders/Exterior S heet M etal
Altered Vehicle Height
Headlight Aim and Operation

I’d prefer cars to be safe. Obviously it can be a pain, and there is the legitimate worry that shops will lie to generate work, but on the whole, I’d much rather be on the roads in a place with strong inspections.

Safety yes, but I don't think these inspections play as large of a role as other factors. Anecdotal, but I very rarely see shit boxes that clearly shouldn't be on the road here, whearas driving to counties/states with more prevalent inspection rules, the reverse is generally true...

You live in a metro area that is wealthy , and gentle on cars. Both probably result in your neighbors having better cars than average for the country. I’d be interested to see what the pass rates on inspections are in various states, but my impression is they actually are useful (if taken seriously, in TX you saw cars with expired inspection/registration driving all over the place).

Well I have two thoughts on that.
One is that from a safety standpoint, modification that make a car less safe (at least for anyone but the driver) should be restricted. It’s absurd that we try to protect people with safety regulations that end users can just dismantle on a whim. At the very least additional much more substantial insurance should be required.
Secondly from an emissions standpoint, I hope we don’t have a requirement for approved emissions parts like CA. I mean a streamlined process for only checking ODBII when using approved parts makes sense, but a tailpipe test to get ground truth should be available for those using non-pre-approved parts. Really though, for emissions, I’d like to move away from inspections and just use mobile road side tests to observe emissions from cars passing by. These are being used in some places now so the tech seems feasible (and you could imagine it being expanded to safety tests for tread depth and things like burnt out bulbs).

MA has a fairly restrictive law on lifting vehicles:
(1) The maximum mechanical lift for four wheel drive motor vehicles shall be calculated by multiplying the wheel base times the wheel track, and dividing the product by a safety factor of 2200: i.e., 92" w/b x 58" w/t = 5336/2200 = 2" (maximum mechanical lift). The outside diameter of the largest tire size available from the original manufacturer as standard or optional equipment for the particular motor vehicle may also be increased up to an amount equal to maximum mechanical lift calculated.
(2) The maximum combined mechanical and tire lift shall be no greater than t he sum of the maximum mechanical lift and increased tire size calculated for the particular vehicle.
So normally we don’t see things quite so bro’ ed out

I view it as an Overton window type concept, if I want to lower my car or raise my truck by a certain delta I think that should be allowed. I can even get on board with bumper height laws, but as someone with a bagged car I would technically not be in compliance at my parked height, but my drive height is within 1" of stock.
Emissions are a mixed bag, eventually it will be prohibitively expensive to maintain ICE platforms and we will all have to bow down to the awful future of EVs. But for now, I think I should be able to run any cat back I want as long as it is under a reasonable limit measured in a standardized way. Our emissions testing here in CA is ridiculous and dumb in a variety of ways.
