Absolutely. I used to do this (car design sketches), and now an old friend of mine who just won the Jalopnik sketchbattle at the NY show challenged me to compete with him at the next one.
So.. I gotta start training, Rocky-style.

Ive got a Wacom that I dont use because I need to buy a program, Wo uld you recommend photoshop or illustrator?

Illustrator or PS depends on what you’re trying to do. If you’re sketching, then PS. If you’re doing line drawings, all clean and shit, and need vector output, then AI. I’ve used PS for sketching since 2001, so it’s like second nature. There are other options out there, some of them cheap/free, that I know others use. Some people really like Sketchbook Pro, or Procreate, or whatever, but at this point PS has totally overcome all of its deficiencies in line quality/pressure sensitivity/etc, and it’s always been the best at color and gradients.

Id assume this falls under illustration(I’d be making this and attempts at citys) , but would vector lines end up being critical or a problem down the line if I go with som ething that doesn't have them ? I’m assuming no

That looks like it needs to be done in Illustrator. Use the auto-trace, if you have to.
(totally depends on what you need your output to be)
