Obviously when there’s an event they apply different restrictions. During the Mexico City marathon they close down many arterial roads and controlled access roads, yet none of the participants are charged with jaywalking.
I suppose most -if not all- C&C events alert local police and business owners about the show, so that they can draw up the restrictions.

C&C wasn’t being held here, this is just where the organizers and one of the clubs decided to have lunch. Obviously that still constitutes fairly special circumstances but I won’t let logic get in the way of politics.

It’s not subtle. Some countries have income-based f ine structures.
This is the same reason many corporations pollute. They can afford the fines.
