Honestly Jar Jar could have worked as comic relief. The problem was that they used him as a primary character.

Star Wars and Raiders were intended by Lucas and Spielberg to be homages to the serial films of the 30s and 40s. Swashbuckling, fun movies where the good guys and bad were clear to see. While Jar Jar doesn’t appeal to me, can see what Lucas is saying in this context. Also, it was an early proof of realistic digital characters. George likes his tech.
