Yea, the front wings got a huge revamp so that the car’s outwash isn’t as powerful and making the air less turbulent for the following car. At least, that’s the idea...
All those tiny flaps on the 2018 wing aim to push the air out and away from the car/tire.

For 2019, F1 instituted rules to simplify the front wings (Along with a few other rule changes) to allow for more overtaking.
As you can imagine, the 2018 wing was designed to move air to all kinds of different places to reduce the drag from the wheels. The problem was that their effectiveness dropped dramatically when then got into the ‘dirty’ air from the car in front of it and overtaking was incredibly difficult.

That’s what I thought. I’ve been watching F1 for years, but I tend not to follow the technical aspects all that closely.
