NY does inspections, and IIRC they are actually one of the most stringent among the states that do. I believe the car needs to go up on a lift to inspect the underside, and have wheel off to get a quality inspection of at least one of the brakes. Body panel rust isn’t an issue, but if there’s penetrating rust on the frame, that should fail NY inspection.

Sounds very similar to PA inspections, but they will fail you for rust holes in the bodywork even if it’s entirely non-structural.

There are far newer trucks than that around here (New England) with similar rust. That alone makes me believe Ford going to aluminum will really pay off a few years down the road, it’s what I think of every time I see a truck with rust bubbling through and think, “that thing’s not that old, is it?”
