That looks like a pedestrian was crossing illegally rather than the people in the intersection being at fault. I think it should be like NYC where it's encouraged to run over pedestrians. That chaos seems to work better.

i think the light turned red and the vehicles were stuck in traffic from the next light, probably shouldn’ t have entered the intersection to begin with

Ahh in that case, get fucked then for those idiots haha. Light cycles should just turn the intersection into a pit of lava in between for a second. That way gridlock is always solved.
