Calling all vacuum tube fans. I suppose it’s hard to find good information these days but still, this seems a bit above and beyond.
On the other hand, “phantastron” is a pretty cool name .

This one is 8 years newer, after they split the Naval program into two parts: vacuum tubes and transistors.
Spoiler alert: transistors won.

As a ‘tube guy’ - this is more for a collector than practical use in circuit design.

That was my best guess, but I was surprised that it wasn’t in a cabinet behind glass.

For when you want to search old/ rare/special book prices like a librarian does. Looks like it goes for about $7.
Alternatively, with 35 libraries having just this one edition (which I would consider surprisingly common for what it is) , the Gov Docs desk and/or ILL desk at any academic library ought to be able to get this for you.

I once bought a book at a used bookstore for $7. Loaned it out, forgot about it, then when I went to get another one realized it went for $70 as there had only been one run on the book. They recently reprinted it, and the edition I had now goes for $30...for a thirty year-old book about French anarchists.

Look up the Navy document number for the item. You can probably find a PDF online for (legally) free.
