My high school’s football uniforms were straight ripoffs of the Cleveland Browns uniforms.  Because nothing says ‘winning’ like the orange and brown of the Cleveland Browns - and no, the school wasn’t in NE Ohio.

These things are definitely licensed. That of course doesn’t mean that any given school is paying their license fees, but teams do sell them, and I’m sure are on the lookout for people using the logos without licensing. The high-school I would have gone to used the old Patriots logo, and switched to the new one when it debuted.
