I’d bet he drives around with his left foot resting on the brake pedal. That’s just enough pressure to kick on the lights and make the pads rub.

All I see is damage due to him running the pads down to the backing plates....
Also, since those are rears, maybe he is driving with the parking brake on.
Finally, check to see if the pads are hanging up in the brackets. If the brackets get rusty, the pads can hang up and wear unevenly....
