I can’t get to the site, but it’s not a surprise. I’ve found a number of my documents, including papers I’ve written, forms I’ve created, and reports I’ve written, re- posted in full on other sites. Most have some method for filing a copyright claim and taking them down.

Yep, there are sites that scan things and republish them. It’s a copyright violation of course, but they know that for most things it’s unlikely anyone is going to bother them.
