I take it you don’t live in a rural/farm area? It’s not uncommon to have one of these on a two lane road here. You’re pretty much stuck behind it and need to move onto the shoulder and stop if you’re coming at it

...but even farm vehicles are plated usually, especilly if operated o n the roadways, aren't  they?

I’ve never seen a plate on one and I worked on a farm in high school that required driving equipment on public roads to different fields.

I found this summarization of the rule most states probably have on the books

Implements of husbandry, such as tractors, wagons, trailers, trailers adapted for lifting and carrying another implement of husbandry or similar equipment used to transport farm products, are exempt from USDOT number requirements.

Usdot numbers and license plates are two different things, but farm plates may be a regional thing. I know I've seen them, but couldn't tell you much more than that.

It is unusual to see an oversized vehicle without reflective safety triangles mounted. The Amish standard that applies to any slow moving vehicle which requires use of public roads.

I’ll contrast construction vehicles to lawn tractors if you want to examine where legalities start creeping in. The latter being an example of a personal vehicle that is often used for drunken transportation. Highly unlikely police will ticket a lawn crew with large contract in a subdivision.

I’ve seen farm plates but only on things like dump trucks, pickups, and other vehicles designed for normal road use

Here in rural upstate NY we have what’s called the “right to farm law”. I’m not a farmer and can’t tell you what’s in it, other than I’m pretty sure it gives farmers the right to drive their tractors and such on the road unplated for short jaunts. You see it all the time, and while it can definitely slow down traffic I’ve never once seen an accident occur because of it
