What sort of ‘sticky’ is it?
First try a stiff nylon brush without much pressure and trying not to smudge it further up the pillar.
If no joy from that, try a little degreaser on a non coloured cloth,
If still no joy, put a cloth down and wet an old toothbrush as scruff, using a clean dry non coloured cloth often to remove the dirty water.

In that case.
Stick with the stiff nylon brush.
It should harden to when it cools down, then the nylon brush should help break it up and come off, other than that, a razor blade used very gently to cut it away.

Be very gentle when trying to clean it. I can’t tell from the picture exactly what kind of material that is, but if it’s anything like other cloth materials you can’t be too vigorous lest you leave a noticeable spot of where you cleaned. Always start with the most gentle method. In this case, that’s a microfibre. Spray and dab multiple times. Then try wiping with more cleaner. If that doesn’t work I move onto this brush , which is basically as gentle as a microfibre but comes in handy. If that doesn’t work then I would move onto a boars hair brush. And then I’d resort to a nylon brush.
I would also have a heat gun (or blow dryer) handy if the material hardened. But if it just dyed the material then disregard that advice.
