First and foremost, I’m preparing for a trip to Africa. It’s a LONG flight, and I want a good set of headphones. Second, I want a pair of bluetooth earbuds for the gym. Third, I’m a cheapass. I mean SERIOUSLY cheapass. No more than $35 for the headphones or $20 for the earbuds. What's the best my money can buy in that budget?

Afraid I’m not going to be much help. I don’t know dick about cheap bluetooth earbuds. And I honestly don’t know if you can get a set of on/over ears for $35 that wouldn’t be a waste of $35 . There are some decent non-bluetooth earbuds available for that price - everyone’s favorite rainforest store has the Symphonized NRG 3.0s for $22.50.

Am I the only geezer around here old enough to remember when audiophiles were debating the merits of taking a green sharpie to the edge of CDs?

Not exactly what you are looking for, but I use these for flights:
https://www.amazon.com/gp/product/B0734XD8B5
Active noise cancellation is way better than the isolation of having an over ear set (not as good as having both, but in your price range you probably have to choose). Here’s a cheapish bluetooth over-the-ear set with noise cancellation, though I actually prefer wired for flights, since they are still useful even if the battery dies: https://www.amazon.com/gp/product/B019U00D7K
For general use, I use these, which are no longer stocked:
https://www.amazon.com/gp/product/B07917C5LR
There are a bunch of similar ones in the $35-50 range. For $20, you’ll amost certainly have to go with ones joined by a wire, which I really dislike.

... and that’s exactly the point. Audiophiles are some of the craziest people on the planet.
The theory went something along the lines of the laser light could scatter when it hit the internal surface of the disc, refract and bounce around, exit the edge of the disc, reflect off something inside the CD player, and re-enter or otherwise interfere with the laser receiver. By taking a marker to the edge of the disks you could prevent off-axis light from escaping.

hello fellow cheap ass! I purchased - from the amazon used warehouse - a set of these for my flight to London and they were great. Noise cancelling was acceptable - not comparable to the several hundred dollar sets, but effectively blocked out a crying baby while I enjoyed watching Cars. The battery life is great. They are not heavy on your head or ears either.
Additionally, this one is a tough sell I understand, but upgrade your seat at the airport to economy plus or first class minus, however they spin it. You will not regret the extra leg room and “freebies” they give you throughout the trip.

I have these for the gym, and I like them more than the overpriced Power Beats they replaced.
For cans , some of the cheaper ones refer to themselves as noise cancelling because they have a noise cancelling mic for talking on the phone, double check that they actually do noise cancelling for your ears. Some will have 3.5mm jacks in addition to Bluetooth so you can use them either way, but the noise cancellation will still require live batteries.

Extremely tough price bracket for good cans. These will be the best headphones for the money. Source: I spend way way way too much money on audio equipment.

Don’t remember that, but I remember using a marker to defeat Sony’s multi-million dollar "copy proof" technology.

I bought a set of the Anker Soundbuds Slim that are regularly featured on Kinja deals . I’ve been pretty happy with them. They aren’t noise cancelling, but they are good enough for me to listen to an audio book while mowing the lawn.

These are double your target price but they offer pretty much the best sound quality under $100, aren’t noise cancelling but I find they do a reasonable enough job of cutting out noise and have lasted me 4+ years of minimal care and bouncing around in a backpack . Between the quality and durability I can say for sure if I had spent $35 on a no- name pair I would either have broken them or replaced them in hopes of better quality at least once by now.

i got a pair of these for $25 on offer
sony xb550 ap
lovely soundquality and has those flat cables that dont tangle so much..only gripe for me is that the ear pads are a little on the small side wich isnt the most comfortable thing with glasses
that and for some bullshit reason amazon us has hidden the price unless you drop it in your shopping cart so i have no idea if this is within budget https://www.amazon.com/Sony-XB550AP-Extra-Headphone-Black/dp/B01MSD6RNP

Sony makes acceptable cheap headphones. They won’t blow your mind but I’ve found them to be way better than no name brands and they’re durable.

I'd take a look at Monoprice gear. Their stuff is very reasonable price and quality wise.
