The expression “dress left” or “dress right” is still in use among tailors today. Off the rack, almost all pants are left (ie, have more room to the left of the fly). I’m not sure what committee decided this.

I think the left is a more natural movement for your right arm to cross over and whip it out for urination or whatever else. To the right would be closer, but somehow not as comfortable a reach.
