It’s parked in almost exactly the same place so may well be an employee there. It’s also from the same departement as the monument.
I think it’s a Microcar Virgo III.
The tail lights ( I think they’re Opel Corsa) and optional van type side hinged back doors tie in.

The thought of 113 kmh in an Aixam is a scary one. Not so much the speed as what would happen during an unscheduled stop.
