I was going to buy some Yokohama ADVAN Sport V105s, but are no longer made in 215/55r17, they only make it one size for 17" (225/45r17). Width wise it fit on my wheels fine, but the diameter is too small (24.9" vs 26.3"). My 2nd choice was Kumho ECSTA PS31's, they’re are still made in 125/55r17. So I’ll probably get those.

You could just get the smaller sidewall version and enjoy improved handling and steering response...

225/45r17 is the only 17" tire for that tire.

Why would they deem a smaller diameter tire to be unsafe?

You should try to find 13" tires
