1. How did they not block off the site better?
2. Why is that road so close in the first place?

They shouldn’t have built those lines right next to the road and some sort of plant if they didn’t want people driving on them. Poor planning.

I think that the “american” school of thought present is clearly “well the government or some organization should have better protected the site” when clearly its the individuals whom are responsible for their own actions and where they direct their tires. If the operator was so inattentive as to drive over this, he or she was likely too inattentive to be operating a vehicle in the first place.
There is nobody to blame but the vehicle operator. It is not possible to block of every place where someone “shouldn’t” go. Use your brain.

I know you mean to be sarcastic about the road, but just to be clear for those who don’t know , the “plant” is an observation tower so tourists can see the lines.

It’s Peru. They’re (rightfully) awful proud of their archaeological heritage, but they fail to fund preservation properly, in the same way that they fail to fund infrastructure properly, so everything gets done on a “best effort” basis. And by “best effort” I mean “lay an inch of asphalt over clay and pocket the savings, never mind that it’ll get washed off in a year”.

I feel this was directed at me :/

It was not specifically directed at you. Please don’t take offense to it.
It was my initial thought at first- how the hell can a public roadway be so close to such an important heritage site? Then I had to step back and remember that while I live in the US which has sufficient budget and organizations to properly protect things such as this, most other countries don’t- especially Peru.
My initial thought is always to blame someone else for not preventing an error but extensive off-roading and work with the NSF on trails here reminds me that its not always possible or fesable to indicate where we shouldn’t go. It’s not always possible to place bollards around points of interest and arguably we shouldn’t. The last thing I’d want to see upon cresting a mountain is yellow paint and ropes telling me where I shouldn’t go.
I didn’t think this way until a semester in France. We went to Nimes and explored the arena there- you can climb all the way to the top and walk right to the edge. I pointed out the lack of railings and the general response was sort of “well no shit, you’re on top of a coliseum. don’t be a dumbass.” and that’s when I really realized what it meant to be alert and responsible for your actions. Also to (try to) not be a dumbass. Sometimes I’m decent with the latter.
We’re all part of an intelligent species capable of thought and being attentive. Nobody is responsible for their footprints except themselves.

better question - given the complete lack of effective protection of the site, how has it not been completely destroyed already?

None taken.
Maybe the guy just played too much Spin Tires.
But we have to protect ourselves (mostly FROM ourselves) because as a species we’re pretty fucking dumb sometimes. Hindsight is a helluva drug, but if you don’t want trucks driving, accidentally or not, across your 2000 year old monuments, maybe put up a guardrail.
I guess seeing the proximity of the site to the highway, I’m surprised no one else has had an off there due to an accident, or other means prior.

Yeah, ideally someone would have assessed the potential before it occured and determined that this was at a high risk from its proximity to the pavement. Hopefully it gets proper protection now. It’s still a shame.
We might be smart, but collectively we’re idiots.

The Nazca lines freak me out! A lot of those ancient mystery sites give me the creeps. So much WHY around them. The Pryamids. Stonehenge. Easter Island. Makes ya wonder if the Earth was different at some point? Or if people were different?
