They were super bad looking because their best artists were "drafted" into making propoganda during the war so they had to rely on their C tier artists and live action acting.

Both Mary Poppins and Bednobs and Broomsticks are wonderful so I reject your premise at the start. The video also forgets the melancholy Poppins feels when it’s time for her the leave.

There wasn’t much of a draft going in in 1964, we were still officially in an “ advisory” capacity in Vietnam at that time, and the United States did not have a massive domestic propaganda operation like in WWII.
