Definitely looks like what happened. Given the angle of the car doesn’t look like he just decided to drive down the road in the opposing traffic lane just to cut ahead of the others.

Doesn’t make it right or legal (and that one way road probably should have  a right turn only sign if it doesn’t already)...but slightly less ridiculous at least.

In 2014 it didn’t:

The main road has photos from 2017, which are not as clear, but doesn’t look like there is no left turn there either.

Of course I’m not even sure if it is actually legal to make a turn across double-yellows. People do it all the time, but I don’t know the actual rule. I have been in a car that got pulled over for doing so, but it was in mid-’90s Poland, so probably doesn’t have much relevance to US laws.
