Since it’s a two seater it’ll be easy to tell where it falls on the good idea/bad idea scale. Ask the current owner to take you o n a test flight. If he hops in you’re good; if he backs away slowly you do the same all the way to your car.

I believe the main reason ultralights have a worse track record than general aviation (GA) aircraft is the lack of regulation. There isn’t an aircraft certification process for ultralights, there aren’t regular inspection requirements, and there aren’t pilot training/ certification requirements to fly them.
The last time I looked, the accident rate for ultralights is about four times higher than GA aircraft.

Here’s a fellow who bought an ultralight and took it for ride with no training . He almost crashes multiple times, stalls it multiple times, and just about kills himself on the landing.
