This is the equivalent of touchscreen HVAC controls...a hateful exercise in unnecessarily reinventing the wheel to the detriment of function...however, you know, orders of magnitude more important.

Bad UI design? Some things should be separated or on a sub-menu but never are. Our stupid phones at work have the disconnect button right next to the hold button, two things that should be separated. And when using a soft phone, it doesn’t take much of a miss with the mouse to hit the wrong button.

Being perfectly honest here: I don’t see the issue with the design. Yeah, it’s not pretty, but I don’t get how he got confused about which link/button does what (aside from 1. TEST Message, which I’d wager is leftover cruft from the programmer that no one can figure how remove).

How I imagine development went.

12 year old kid learning HTML... adds few hyperlinks to a page. Mom says - you’re a genius, Billy. Can you change the links to Tsunami, Nuclear bomb and Test.... I want to take it to work with me. I know a perfect spot where I can use this

You’d be surprised at how ridiculous a lot of custom stuff for the government is. The government has deep pockets, exceedingly few talented people capable of even defining requirements, and they will use stuff forever because budgets. I’ve seen terrifying things through the years I spent in government contracting. You would be shocked by the culture of incompetence in these groups.

Their network security is usually straight garbage, they have plenty of dirty one-offs they use daily (partially because they can’t produce specs and partially because there’s no value in developing something of high quality for a one-off), etc.

Telephony equipment and software is also generally garbage.

It’s terrible, not a hint of thinking about UX. And it doesn’t need to be super fancy, as you say, just a little bit of grouping could have avoided this (though a confirmation displaying the message to be sent would have been good as well).

I mean I’ve had bad code live much longer than I would have liked, because of a temporary project that was supposed to be in use three months ending up hanging around for over two years (and still going), but a page of links like this could be drastically improved in 20 minutes (though for a critical system like this, you’d want to do a bunch of testing beyond that). Still would have been well worth the effort, am I’m sure they’ll do it now.

Remember that countries, states and counties are run by amateurs and that the qualifications required for such jobs is often simplified in the extreme. Even good governments are not private industry...

That said though...this is pretty funny.
