The Rules -
Pick one: Odd number of cylinders, no V or In-Line engines, no more then 3 wheels, must have cylinders (no rotaries).
For this I choose a Ram Tank (A light duty WW2 Canadian tank), it has 16L radial 9 cyinder.
Pick two
: This must have an even amount of cylinders, but has to be flat cylinder lay out. It must have more then 8 cylinders. Same rule as the pick one, no more then 3 wheels.
For this I choose A Quikkit Glass Goose, it has a 5L Jabiru 5100 Flat 8.
Pick three: This one can be a car, but if you choose a car it must be street legal(no race cars). It must have an even number of cylinders, no V or In-Line for Flat engines, it has to be a !!!error: Indecipherable SUB-paragraph formatting!!!
For this I choose a Brough Superior Golden Dream. It has a 996cc H-4.

That Ram Tank fails your criteria: it has 12 road wheels, two drive wheels (sprockets), and two idlers.

If the wheels were in contact with the ground I would not have choose it.

I think this is a little too restrictive.
