It’s an old Roman phrase to sum up politics through distraction.
It works two ways.
- If he appeases his base with this, they’ll let slip other shortcomings going on at the same time.
- If he enrages his critics with lots of things, they can’t focus on effectively combating any one thing.

Everything bad that his administration does is a diversion from the last bad thing, to keep us off balance. And, as LongbowMkII pointed out, it absolutely hurts transgender people in this country.

This is not a law, only a policy. A policy that quickly reverses a policy from the previous administration.
It was not recommended by the military, not relayed by the military, and is not being commented on by the military. The rank and file will put as much or as little effort into enforcing this as their personal bias influences them to. This is a big headline, with little substance.
Meanwhile, real law, that carries huge intertia and years of financial and life and death impact is being debated right now. Any energy that common citizens have to expel should be focused there, not on the side show.

Condescending tone aside (Remember Oppo Rules: Be Excellent to Each Other); The military also doesn’t allow folks ‘born’ with other issues like little people, giants, MS, autism and similar issues.
Folks also need to get medical waivers for minor medical issues such as high blood pressure, previous surgeries and previous broken bones. You can get medically retired for many silly issues as well.
