Surprising indeed. I think there are some that are grandfathered, for example just this morning I saw “85249-” as a plate, which would have never been issued that way (with the dash) but also doesn’t meet current rules.

Now if you know somebody you can still get a numeric-only plate, in low digits, and if you happen to choose something that’s not already issued, you can choose the numbers. My wife is the current holder of such a plate.
