New York state has safety inspections. This would not pass (looks like it has some other state’s registration/inspection in the window). Or maybe he just drives it anyway, clearly not afraid of tickets, from the one under his wiper.
Also in New York, taxis must be replaced every three to five years depending on whether they are driver owned or not. Given the high percentage of Taxis in the city, it helps keep the average young. Also if you can afford parking, you can probably afford not to drive a beater (unless you are out there playing the alternate side of the street game).
