they put a lot of r&d into shipping those cars, not so much on the cars themselves.

The problem GM had at the time was that the engineers would put a lot of R&D time in to get something right. Then the bean counters would come through and tell them to do a bunch of changes to cut costs. Same happened at Ford, the Pinto was actually going to be one of the safest cars on the market before they cut costs.
