There’s an app to report bad drivers in Hong Kong.
Supposedly for all government departments for handling comments and complaints, but a lot of people use it for that to report dashcam videos to the police.

If you are in the US there is an app called text to ticket that serves a similar purpose for texting and driving. And you get paid for using it.
