Sort of - they’re looking for a site for a joint venture plant with Mazda in the US right now, so it’s not like they’re completely unbiased.

Toyota buying out Mazda could only be a bad thing.

I’m not so sure. Toyota needs more rewarding to drive vehicles. Mazda needs cash to continue making the sorts of vehicles Toyota needs to make.
If not an outright purchase, which I would not welcome because competition is better for everyone; except for quarterly returns, a significant investment in Mazda by Toyota would be good for all involved.
