To build a structure with a solid foundation, I need to get certification from the Ministry of Land and Infrastructure first, to make sure my plan meets the BSL, Building Standards Law. If I build a house on a trailer, I can wait until the wheels come off and the trailer is placed on a solid foundation before requesting certification of the completed building...

I have seen some buy a hangar for their plane and build living space inside. much cheaper than a house, and you have a plane! plus space for cars etc.
