On a related note, would having unpaid parking tickets in a foreign country ever come back to bite my ass? Asking as an American who is often in Canada.

It depends on the country... I’ve had a bunch to pay in Czech Republic (they love catching you when you just come out of Germany and suddenly have to drive 100kmh slower!) and never received nor paid anything.
