It’s the Internet’s favorite game, Oppo included! Yes, of course, I’m talking about The Blame Game®!
One thing I will note is that it looks like the camera car was trying to stay left, but bounced off the curb. So whoever was or was not at fault here, I don’t think this was intentional. However, as this is The Blame Game®, someone is likely to disagree with me. Are you ready?

So the camera driver cut off the van who was already in the circle? In that case, his fault for initiating the dangerous situation. Both people are too aggressive in this situation though.

The van 100% takes the blame. Clearly there was not enough room between it and the motorcycle, and the driver ultimately paid the price.

The camera’s view makes it hard to tell if the camera-car truly blocked the van’s merge, or if the van just tried to butt-in and cut the camera car off.
It’s good to see the van signalling, but as near as I can make out, right-of-way would probably rule in favor of the camera car here.

I’m pretty sure in all rights of way laws if you are merging into another lane it’s your responsibility to have an opening. The little van should have done something different than just pushing over. Sped up, slowed down (way down), followed it’s lane to the right fork and turned around later... but not that.

Both did some stupid things, but I think the Van driver is to blame. It looks like he was trying to go straight from a turn only lane, the car has right of way, as its in the correct lane to go straight, the Van appears to be trying to intimidate the car out of the way. Had either of them just hit the brakes the whole thing would have been avoided.

I blame whoever was laying on the horn button, they had enough time to do that really long horn-sounding like they were driving a container ship then they had enough time to stop and get out and think about what they were about to do next.

Of course. What I mean is: in a situation like this, it’s better to drive defensively. I’d rather let the other guy have his way than end up in a collision.
