Excactly the reason i won’t ride open 17", just too little brake to look good. 16" with big blocky spokes to hide them will do..

I’m assuming those are the rear rotors?

They likely are.
Still, open wheels like these look awful unless you have nice brakes to show off.

Is it just me or do these wheels seem a little weak. Id be hesitant to trust them on potholed roads or for track work.

There aren’t any standards wheel companies are required to adhere to in the U.S., some companies like OZ Racing and HRE get their wheels TUV (or JWL/VIA/Japan) certified to ensure customers their wheels aren’t shit.

Kind of worrying to be honest. Maybe these ones are fine but I’d want to at least see some FEA results before putting them on my car. But wheel failure is a thing and there should really be a standard for them.
